Appointment of an Agency to Manage and Operate
CIAL Golf & Country Club
Tenders are invited on behalf of Cochin International Airport Limited (CIAL) for appointment of an Agency to manage and operate the CIAL Golf & Country Club.
The salient features of the tender are given below:
Scope of Services:
This tender envisages the following scope of services for the licensee.
GOLF COURSE
GOLFING ACTIVITIES
· Keeping a Time sheet & providing a starter
· Providing Caddies
· Management of Golf Carts
· Hiring of Golf Equipment
· Storing & Supply of Golf Accessories like balls etc
· Locker Control
COACHING ACTIVITIES
· Providing basic golfing Lessons by an experienced coach to be appointed by the licensee.
CLUB HOUSE
OTHER CLUB ACTIVITIES
· Entry & Reception Desk Control
· Other Sporting Activities – Cards, Bowls, Croquet, Tennis
· Security
· Housekeeping Activities
· Waste Management
MARKETING & COMMERCIAL ACTIVITIES
· Organising tournaments
· Obtaining sponsorships
· Advertising Revenue in consultation with CIAL
· Creating Potential affiliations with similar clubs in consultation and with the approval of CIAL.
MAINTENANCE
· Maintenance of Greens, Fairways (10 nos.), Roughs, Tees and maintaining areas between the fairways and landscaped areas including horticulture.
· The greens should be mowed every day, the green surrounds, fairways and tees three times a week and areas between the fairways cut once in 15 days.
· Maintenance of landscaped areas.
· Maintenance of bunkers.
· Maintenance of croquet and bowling lawn
· Supply of fertilizer, pesticides, fuel and lubricants.
· Maintenance of Golf Machinery and Equipment.
· Maintenance of Sprinkler system and pump.
· Maintenance of Cart tracks.
· Maintenance of Starter and halfway hut.
· Maintenance of all range equipment and signage.
· Maintenance of practice green, its surrounds, and practice net.
· Maintenance of Driving range.
· Maintenance of all herbal foliage and water bodies
· Maintenance of the Club House infrastructure
The licensee shall meet all costs of operation including manpower, electricity, water, consumables, etc.
Period of Licence:
The license will be for a period of 5 years extendable by a further period of 5 years on mutually acceptable terms subject to the licensee meeting certain conditions.
Eligibility:
Agencies fulfilling the following criteria are eligible to take part in the tender:-
- Agencies (Companies, Firms or individuals) who have experience in developing or operating Golf Courses.
OR
- Agencies in the Hospitality sector / Builders
OR
- Management Agencies / Developers
The Agency should have a turnover of at least 2 crores in any one of the last two years
CIAL reserves the right to waive or modify the eligibility criteria for a suitable agency if it deems it fit to do so.
Revenues that accrue to the licensee:
The various revenues that will accrue to the Licensee include : -
- Annual Subscription Charges
- Green Fees from non-members
- Guest Charges
- Hiring of Kit charges
- Caddie charges
- Hiring of Golf cart
- Royalty from sale of equipment in the Pro shop
- Coaching Charges
- Locker Fees
- Sponsorship revenues
- Advertising Revenues
- Tournament income
Business Plan:
The licensee shall manage and operate the CGCC on a revenue sharing arrangement. All expenses as mentioned in the Scope of Services have to be borne by the licensee. The licensee shall bid for the share of gross revenue to be given to CIAL for the first five years which should not be less than 5% in any year. As CIAL will be expanding the golf course to 18 holes during the Licence period, the Licensee shall quote separately for the periods when the course has 9 holes and 18 holes.
Tender Procedures :
The tender will be based on competitive financial bidding.
The tendering process will be done in stages as follows:
A. Issue of Tender Documents
B. Visit of the site and discussion on tender terms & Conditions including presentation by the agencies on their business plan
C. Based on discussions and presentation, revised tenders (if needed) will be issued to interested bidders
D. Bids to be submitted
E. Allotment of Licence to the successful bidder
Interested agencies may apply to CIAL for the tender documents. The last date for expressing interest to make a business model presentation to CIAL is 23rd August 2010
Security Deposit:
CIAL proposes that the successful bidder shall remit to CIAL an interest free security deposit of Rs.10,00,000/- (Rupees Ten Lakhs only) in the form of demand draft favouring Cochin International Airport Limited payable at Ernakulam / Nedumbassery within 60 days from the date of receipt of the provisional allotment letter.
Condition for Extension Beyond Five Years:
The licensee will get an extension of a further period of five years on mutually acceptable terms if he fulfils the following conditions:
· All dues to CIAL are cleared on time.
· The club has been operated to the satisfaction of the members
· There have been no illegal or immoral activities for which an FIR has been filed against the licensee.
Veto Power for CIAL Representative:
All decisions taken by the licensee are subject to approval by CIAL. CIAL will have a representative in the club with Veto Power.
